Senior Aam Aadmi Party (AAP) leader and Delhi State President Saurabh Bharadwaj on Monday raised serious questions over the shocking road accident in Delhi Cantonment area, where a senior officer from the Union Finance Department lost his life after being hit by a speeding BMW. The former Delhi Health Minister said the case highlights the apathy of the Central and Delhi administrations, the collapse of the emergency response system, and the BJP government’s cruel decision to shut down the Farishtey Scheme that once saved thousands of lives.Addressing a press conference, senior AAP leader and Delhi unit chief Saurabh Bharadwaj stated, “Yesterday, a tragic accident came to light in Delhi. A senior officer of the Finance Department of the Central Government was returning home from a gurdwara with his wife on a motorcycle when, around 1:30 am, a BMW car—reportedly at very high speed—hit their bike near Delhi Cantonment. What is deeply saddening is that many people stopped to watch the accident but only made videos. No one attempted to take the injured couple to a hospital.”

He added that eventually, “A Muslim youth driving a pickup van came forward. He placed the elderly Sikh couple in his van, and the woman who had been driving the BMW—who reportedly had minor injuries—also sat in the front seat of the same van. All three were then taken to a private hospital. But the elderly officer passed away after reaching the hospital, while his wife remains seriously injured.”Saurabh Bharadwaj said the son of the deceased officer had raised very serious concerns in his interaction with the press. “The first question is why his parents were taken to a hospital 22 kilometers away, when there were several private hospitals nearby. Instead, they were shifted to a small private hospital in Model Town, North Delhi, which reportedly lacked proper facilities. Why was no government ambulance sent to the spot? Everyone knows the BJP government has a record of destroying or disappearing crucial records. I strongly suspect that ambulance records too are being erased. It is natural that any bystander making videos would also have called the police or ambulance,” he noted.


The AAP Delhi unit chief pointed out, stating: “Delhi Cantt–Dhaula Kuan is not some far-flung rural area; it is one of the most prime locations in the city. Why then did no police PCR arrive? Why did no Centralized Accident and Trauma Services (CATS) ambulance reach for their treatment? These are big questions for both the Delhi and Central governments.”The AAP Delhi chief further asserted that the matter was deliberately suppressed. “It is obvious that the woman driving the BMW and her family are wealthy and influential. This explains why attempts were made to bury the case, to destroy evidence, and to ensure that the Medico-Legal Case (MLC) was not properly registered. But once the deceased officer’s son began raising his voice in the media, the matter could not be hidden any longer,” he said.

End of Farishtey Scheme

The former Delhi Health Minister then turned to the BJP government’s scrapping of the Farishtey Scheme. “Arvind Kejriwal had started the Farishtey Scheme. I had earlier explained how the Finance Department of Delhi government, at that time, tried to obstruct this plan. Ironically, the officer who died in this accident was himself a senior officer in the Finance Department of the Central Government. And I had warned in this very hall a few months ago—accident victims on Delhi’s roads don’t carry a tag saying they belong to BJP or Congress. It could be a journalist, it could be the child of a senior officer, it could be anyone. Death and injury do not discriminate.
Explaining the scheme, he said: “Under Farishtey, if any accident occurred in Delhi, the victim could be immediately admitted to the nearest private hospital, no matter how big, and the Delhi government would bear the entire cost. In fact, under Arvind Kejriwal’s government, treatments up to ₹50 lakh were fully covered for accident victims. But as soon as the BJP formed its government in Delhi, in the 2025–26 Budget, not a single rupee was allocated to the Farishtey Scheme. They simply shut it down.”
